ESTA- Foreign National Question
 
Hi, I lived in Canada for two years under the working holiday/IEC programme. I'm due to go on holiday to the States soon and want to apply for an ESTA and I am a bit confused how to answer the 'have you ever been a citizen/national of another country' question- it seems that what the US and Canada deem as being a foreign national differ a bit? I never applied for residency or citizenship.

Any thoughts/advice welcome.

Seems very straightforward to me. You might have spent time in Canada, but were never a citizen or Canadian national; so the answer to the ESTA question is no.

As you never became a Canadian citizen then you would answer no to this question.
