Now that is weird - are you sure that you didn't accidentally follow the line for transfers to domestic flights when leaving the customs and immigration area?

Absolutely positive. They sent everyone through the additional security point and then after that were different routes for transfers or for leaving the airport.

its correct you have to have your bags xrayed before you leave the airport.
