We are investigating the employer's dependency for the need of H1B
beneficiaries.
The code undermines the dependency by the ratio of full time workers
and H1B beneficiaries.
The question concerns the relation between temporary workers, part
time workers and full time workers:
1. Whether temporary worker employed for 16 weeks working 60 hours a
week can be considered as part time worker for the need of the
calculation and how.
2. How to use the hours of part time workers for the need of
"dependency" calculation.
3. Can be an exchange visitor (J1 visa holder) considered as a
temporary worker and consequently as a part time worker?

You are confusing the concept of "temporary" and "part time". They are not
interchangeable.
A temporary worker can work any number of hours (the same as anyone else).
That is "full time" if over 40 hours per week. However a temporary worker is
one that does not have an implied reassurance, that he will be employed until
the day he retires or resigns. The employment is short term. A few
weeks/months/years. The opposite is permanent employment.
A part time worker is employed for less than 40 hours per week. For example, a
teenager working in the supermarket in the evenings. The opposite is full-time
employment.
