i hate when you get a list of countries and the one im from ENGLAND yes its a country isnt there and i have to put uk.
if they didnt have this option no one would get confused. especially as th UK isnt a country .

nope the list always says uk.
i put england on our i130 as that is what my birth cert says and its my country where i live

How can a country have no government? There is no "Government of England" and there hasn't been one since the early 1700s. Just sayin'.

The term "country" is used in a different sense with-in the UK then it is in the rest of the world including the U.S. -- the matter is discussed in this Wikipedia article.

since the scots and welsh and irish set up there own assemblys and govern themselves

Interesting question. Who declared war with Argentina(?) over the Falkland Islands? (It's not a loaded question - I honestly do not know.)

I don't think war was ever actually declared! The islands were (and remain) a BOT.
