Hi There,

I am currently in the process of evaluating E2 and E5 visa options and wanted to clarify if buying a Vacation Rental Property in USA will be considered as a Investment Option that will generate jobs.

Agree with the above. Quite how you think an investment property would generate jobs is a matter of some conjecture too. It's not just about generating work for a 3rd party, it's about actually employing US based persons.

The OP did say “Vacation Rental Property”.. so you have cleaning once a week during turnover and the lawn done, but that’s not really job creation… 3 to 4 hours a week… so 0.10 FTE at best. Now if you had a 10+ unit property with a full time manager and ground and cleaning staff you may be able to support 1 or 2 FTE.
