When I filled out the forms for Immigrations visa I requested a SSN. Arriving in US immigration told me I would get SSN-card by mail.
I got my greencard after only three weeks but still waiting for SSN, almost three months. It is supposed to be a fairly new procedure and probably not working properly.
Has anyone got the SSN automaticly?

You still have to apply for it. They don't send one out automatically...

As far as I know, you still have to go and apply for it, and it may take a long time anyway, since you have to be in the SAVE system, reported by INS, and that takes a long time.

I would suggest you to go to an SSA office with your green card ; you
may have to apply again, you should recieve your SSN-card within 3
weeks.

You have to go to your nearest Social Security Administration office
and apply to receive a new SSN card. Then you will get your card --
remember to take your green card + passport when you go to apply.

I won the GC Lottery and have to be in the US by the end of June. Is
there anyway to get a SSN number before entering the US??

I wasn't going to ask but I can't help it ..now..
What do you mean by reqested? I don't think they have forms at the
consular office for SS application nor do they forward the application
to SS Office. Beside, SS Office has to see your identification and
status..

He/She probably meant that once you apply for it at SS office.

There is a checkmark on the DS-230 (http://travel.state.gov/DS-0230.pdf):
"Do you want the Social Security Administration to assign you an SSN (and issue
a card) or issue you a new card (if you have an SSN)? You must answer "Yes" to
this question and to the "Consent To Disclosure" in order to receive an SSN
and/or card."
But AFAIK, that has never resulted in the SSA sending out a Social Security
card. It basically means that the SSA gets the information that the person
is a PR when the person enters with the Immigrant Visa.
The person will still have to apply for the SSN.
