Hi, I am an international student and will be coming to the US to study this fall (on
F-1 visa status). I have completed 12 years of education.

1. I'm 17 years old (will be turning 18 only next year). Will I be eligible to apply
for the greencard lottery ?

2. Though I am an Indian citizen, I was BORN and brought up in the United Arab
Emirates. Am I allowed to participate in lottery ?

3. Is it ok to apply when I am still in college on student visa ?

Thanks, Rommel

Yes, if the U.S. government eventually determines that you have a "high school
education or its equivalent."

On the basis of age, you are eligible.

Yes.

Yes, but you should be aware that the fact that you have submitted a DV application
could have an effect on a future application for a temporary visa, such as F-1.

Here are last year's instructions: http://www.webpre.com/dv/dv2002vb.html. DV 2003
instructions will probably be quite similar.
