Default DV-2005 Winner interview Versus I-130 interview ..

My father won the DV2005 visa lotter but his number is 26000+.
Currently the visa numbers for January is 14,900. I have my citizenship
interview in February, 2005. I want to apply for their GC after I get
my citizenship. Is it OK to have two applications for them? Do they
need to let the KCC or the consulate in their home country know they
there are two applications going on for them?

Any info on these topic will be greatly appreciated.

You can't apply for them until your citizenship is granted and so if
they don't get their GC from DV and you want to file I-130 and I-485
(GC application), you can cancel the DV application, I would assume.
Best to talk with a lawyer because some says that DV takes so long that
sometimes, the process just doesn't finish within the time frame and
the beneficiary missed out on getteing DV GC. If I were you, I would
use a lawyer to it..
