Diplomatic Visa
Hi,
I know a person who is lead to believe that once his or her service done
here under a diplomatic visa that they have the right to process for a green
card. I told them they would have to return to their country, and reprocess
as a new immigrant.
who is right?

Just like any other alien applicant for immigration, each case is different.
Some have to be process outside the US while some can qualify to adjust
status without leaving the US. No alien has the special exclusive RIGHT to
be granted permanent resident status. They have to qualify first and be
approved after the application process to have the privilege to be granted
that status! If they don't qualify they are inadmissible and deportable
Only US citizens have the right of permanent residence in their county of
citizenship--which is of course the USA!

Although a High-level diplomats on A-1 visa who are unable or unwilling to return to their home country because of persecution or a well-founded fear of persecution...may be able to persuade the Department of State.
