Default delay at consulate interview

My fiance is in Cuba and I live in Chicago. Our 129F was approved back on December
3rd (NSC) after having filed on Oct. 17th. It appears that our file has been in limbo
somewhere. However, the U.S. Interests Section was open to accepting the original
I-797 and a copy of the entire petition from me instead. My fiance has had two
interviews already, one on Feb. 5th and one on Feb. 13th. Now he was told he has to
return again on March 26th! I believe that this process is being drawn out longer
than normal, and why, I don't know. Our petition has been approved and we have
complied with all requirements. Why then, is this taking so long? I have read that
most visas are granted the same day as the interiview. Is is that some consulates are
more wary or capricious than others? Please contact [email protected] if you can
offer any advice. Thanks.
