Coming in with uncle

Hello -
My uncle from Siberia wants to cross the Pacific into Alaska. He has a
small boat and knows how to row in rough waters.
Can you advise if this is okay? Does he need a visa to row in by a
boat from Siberia? My other uncle from Belarus tells me that it is
better to use a steam boat rather than just a boat.
After he comes over - he will just live in Alaska permanently. It
might be good for him and might be good for Alaska. He will teach
people how to produce solid boats that can last in rough waters.
Anyways - please advise as soon as possible as my uncle is ready to
go. He is really wired!

If he does that he will be illegal. That is, if the US coast guard doesn't
catch him first!

Hello -
Why would my uncle become illegal? Can you please help?
My uncle is good and would simply want to come on a boat to Alaska.
Then he would just stay and have a good time.
My aunt from Belarus told me that this is a good idea and it is
allowed. She might not know everything as she lives in Belarus and is
familiar primarily with the law in Belarus.

From your posting I assumed he is coming without a visa? He has to put into a
port that has an immigration post. What port does he want to row to? Do you
know of anyone who has rowed across the Bering Strait?

He must have an appropriate visa to enter the USA. If he wants
to stay permanently he must get a Green Card. From what you
say, it doesn't sound like he will meet any of the requirements
for getting a Green Card unless he marries a USA citizen.
How he gets to the USA is irrelevant. He must land somewhere
where his passport and visa can be inspected by the immigration
authorities, and he must be inspected.
