Changing the speed of US passport Applications

I submitted my passport application after the oath ceremony on 4/9/02. I didn't know
I will have to travel so I didn't pay any expedite fee to speed up the process. Now
that I need to travel to Asia early next month, my question is: is there a way to
tell the INS of my need for expedite service?

I don't think you can expedite the application after it is filed. In any case,
INS does not have anything to do with it, it is Department of State. You may want
to visit your nearest passport office (often in post offices) and inquire about
the option of expediting an already-filed passport, but I'd be surprised if it
was possible.
