Changing from J1 to F1 status

Default Changing from J1 to F1 status

Could anybody help with some advise regarding change of status from J1 to F1.

A friend entered the US on a J1 last year to study for a Masters degree. He now wants to change from J1 to F1 status, and also transfer to another School. What would be the process? Does he need to apply to another School and receive an I-20 before applying for a Change of status?

Also, his current J1 Visa has the 2 Year HRR. Does he need to apply for a waiver first before he can apply for the change of status into F1? Or will the waiver be automatic if the COS is approved.

I think i can answer this based on my situation.

I was under J-1 visa during my Masters. Left for my country for one year, then came back for the Ph.D. under F-1 visa. I did not request for it. It was the school who sent me the I-20 plus a letter saying that although i would be under F-1 visa, i would be still subject to 2 year HRR. I had no problem applying for the visa with an I-20 and without having completed the 2 year HRR.

Note that i got J-1 under a certain sponsor and F-1 because i got a scholarship from my school.
Also, it seems because i spent one year in my country after my Masters, it is counted towards my 2 year HRR, which means i am now left with one year only to do.
