Default changing employers (E2 to E2)

If one changes employers (H1B to H1B), he can start working for the new employer as soon as the H1B transfer has been filed.

Is it the same for someone changing employers under E2 category (E2 status with old employer and E2 status with new employer) or does he have to wait until the new E2 approval?

As far as I know, this rule is limited to H-1B only. On the bright side, I
think E-2 approvals may be much faster.
