change state for residency
A friend of mine was granted immigration status to come to US. They
plan to come in August. They had declared New York as their legal
residency. However, as their daughter is planning to attend college in
New Jersey, hence they really want to establish New Jersey as their
state of residency.
the questions are
a. can they change to New Jersey before September? Does it make any
difference for their port of entry?
b. I understand a number of the colleges required one year of legal
residency before granting in-state tuition, does it make any
difference if they are new immigrants?

If entry is to take place with an approved immigrant visa the permanent
address can be changed at the POE (at least this was our experience). If
this is not done then simply file the AR-11 if the permanent address is
different from the one that appears on the paperwork

Probably not. The policy is entirely up to the school
