Hi:
Quite often, many people have taken the time estimates on the I-797 reciept notices as something true rather than fictional. As per AILA -- the following announcement:
USCIS has changed its I-797 so that, rather than providing estimated processing times (which often have been wildly inaccurate), applicants are directed to the processing time reports on the USCIS website.

Not really....they say that on such and such date, service center X was
processing applications for X which were submitted on such and such
date....
That's generally going to be accurate (excluding typos). It's not a
cast iron guarantee for predictions of individual cases, but that's a
different matter. And apparently it is good for complaints about lost
or misplaced applications -- if they are processing applications dated
30 days after your application, you get to complain and have someone
listen.
