What for? I assume you are talking about US passports, right? Why do you
think it's necessary?
In a situation where you need a passport, the real one is required - not the
facsimile!
Copies of passports are only good in case when you lost the original one. It
would facilitate its replacement in a US embassy or Consulate because there
are codes in there that they can verify as to the authenthicity of issuance
to the bearer.

I have a US passport. The Australia Embassy, which I am applying to migrate to Australia under Partner Visa, wants a certified/notarized copy of my passport.

Most banks have a notary public. You could try at your branch and they might
do it for no fee.

We have a list of notaries public at work too. Maybe if you work for a large
company, they have something similar.

Failing that, I think there may be some listed in the yellow pages, but they
will charge a fee.
