Can my wife's parent come and live with us?

Hi Folks, this may be the wrong place to ask, but here's the scoop... We're about to move to the UK at the end of this month from Singapore. I'm British and my wife is Indonesian. We've been married for 3.5 years and she has been issued with her ILE visa. We also have a 2 year old daughter. We're now going through all the sad farewells with her family, and it has occurred to us, if one of her elderly parents were to pass away what are the options/restrictions with regards to inviting the remaining parent to live with us in the UK. Would they qualify for a long term visa to live with us? Would this only be possible in 3 years time once my wife has qualified for and received British citizenship? And, if so would they receive NHS care?
