Guys! I was exploring options and curious to update myself with various
situations.
My question is :
1) If someone is on an H1B visa and would like to partner with an
LLC..Can they do that.
2) If not can spouse on H4-dependent visa be partner with the company.

You information would be a valuable to me. If possible Please direct to
me a website where I can read about it too in detail.

Somebody on H1 (or H4) can be a passive investor. The person can't have any
active involvement without the appropriate work authorization.
