I'm not 100% sure on this, but I was in the US a couple weeks ago, and while
waiting to board, I read and re-read the notice about this... I don't think
it's a case of only being allowed $10,000, I think you just have to declare
it if it is more than that. I would expect (based on common sense, not on
any information) that if you can justify bringing more that this amount, it
wouldnt be a problem....

No, I totally understand about the exchange rates, and I had no intention of
bringing my Canadian dollars into the US!! My maid of honour works at a
bank .. so, I get her "really good" exchange rate AND free drafts!!

Your U.S. bank may not allow you to access the money for as long as 2 weeks.
Confirm with your bank if you anticipate an immediate need for the money.

There is no need to justify the amount, all you have to do is declare
it, AFAIK.
