Not so.

With a Green Card you get a visa, without one you don't.

(Without a Green Card or similar foreign residence they assume that you're trying to leave your country and emigrate and are not going to go back)

That’s probably a little misleading… agree it could increase your chances of being granted a visa, but it will only be a factor not a blanket approval.

OK, not 100%, but it means in most cases that you will almost certainly get a visa whereas otherwise you would almost certainly not get one.
