Default Best place to live without documentation

I'm in the US on an H1-B visa. My friend is visiting and wants to stay in
the US permanently. He isn't eligible for anything other than a visitor's
(tourist) visa. What are the 5 best states or cities for him to settle in
without being hassled by the immigration authorities? He is 26 years old,
if that makes any difference, and he wants to eventually bring his
girlfriend, too.

Pick any town or city you want. They don't enforce immigration laws in the
US. Well, except for the laws that make it mandatory immigrants are given
preferential treatment over native born Americans.

We have some great old and deep wells up here in North
Georgia, you can always go explore the bottom of
one of these...

I would bet that you can find some local folks that
will gladly go out of their way to help you find one to
fit your needs.

But don't forget to tie your rope off up top first before
ya jump in, its a real bitch trying to climb back out with
out having that rope anchored up top...

Oh without a doubt Houston Texas...especially if he or she is gae.
