Applying for Naturalization

My brother obtained permanent residence on Sept 26, 1996 and the five years will be
up this year so he can apply for citizenship. Is it still the case that he can apply
up to 90 days before the fifth year anniversary or has this rule been changed. I
would appreciate any input.

He can apply three months before having resided in the US for five years as a
permanent resident.
