Default Alien Registration Number? - Waiver Problems?

We're just getting started on what seems is gonna be a very long and
painful path to obtaining the K1 visa.

1) Need to know if the alien registration # is the same as the File
Number?

2) Are waivers denied often? In short, my boyfriend was detained at
the Wash-Dulles airport last week when he tried to re-enter the
country on a B1 tourist visa, was detained and was issued an expedited
removal(deportation) and sent back to his native country. Since then,
we've decided that our only course of action to be together was to
either get married or to bring him back as a fiance...we were talking
about this before this all happened so it wasn't a hard decision. The
thing that scares me is that he was told he would not be able to
re-enter the US for 5 years!!! I understand that there is a waiver
that can be filed upon K1 approval, but I was wondering if anyone else
has had to go through this additional waiver process and if there were
any problems and/or denials? Also, do we have to wait for K1 approval
before submitting the waiver, I-212?

Why was he denied entry and detained? A lot depends on the grounds. It's
possible you only need I-212, permission to re enter after deportation/removal.
In our case, we got an approval of our I-130 (marriage) and then submitted the
I-212. If there are other charges, you probably have to file the 601 waiver of
inadmissability.

His documentation states he was denied entry because of:
212(a)(7)(A)(i)(1) which in summary says that as an immigrant he did
not have the proper documentation.

How long after your I-130 was approved did you have to wait for the
I-212 to be approved? Is there anything that we need to be aware of
when submitting the waiver? Additional documentation or letter
describing the circumstances? Or will approval of the I-129 be
sufficient for the consular to allow him to obtain a new visa? He's
in Argentina.

K is an unknown quantity at this point

I had to file an I-212 before i applied for a fiancee visa. I put down as a reason for re-entering "wanting to marry a US citizen". It was only after that approval we could file for the fiancee visa and i had to enclose a copy of the I212 with the k1 package.

My situation may be different though as i was deported on an overstay on the visa waiver programme, and they said then that i also had a ban, but i could get back in with a I212.

Goodluck
