we have been in NZ for 6 years, 17 year old now wants to go back to Scotland to college. Have been told that she will be classed as an overseas student. Anyone with any info on this please.

im from scotland and looked into this several years ago... i believe - although i would check - that you have to reside in scotland for at least 6 months prior to grants/course etc etc.. but i would check..

if you are a british passport holder you should be entitled to the above

Unfortunately for you, that is correct.

To have 'home student' status in the UK, the person (or parents) must either have British/EU citizenship or permanent residency, and they must have lived in the UK/EU for the 3 years prior to the commencement of study.
Simply being British is not enough to qualify for lower student fees, they want to see that UK/EU taxes were paid as well in the 3 years before.

Your daughter will then be classed as an international student, and those fees are very high for university study in the UK.
