Adoption of Green Card holder?

My friend's marriage to US citizen and his child's relationship to her deteriorate
because of extreme jealousy and control issues.

His child has Green Card with condition to be removed later this year. His father
does not have it - AOS still pending.

I understood that legal adoption grants US citizenship automatically.

Is it possible for US citizen who is not a spouse of child's parent to legally adopt
Green Card holder under 18 years old?


PS: I am not sure that is relevant... His child has sponsor(his wife) and
co-sponsors(wife's parents). That is I-864. His father is not on K-1. If so,
will legal adoption cancel I-864?

Default adoption did not give me US citizenship

I don't know it this helps you, but I am ex-British, and I was a green card holder as a child. I was adopted by a US Citizen when I was 11.
This did not confer automatic Citizenship status upon me. This was 30 years ago, by the way.

Apparently, the laws have changed since I was adopted!

"Adopted children of citizen parents acquire citizenship. For adopted children, adoptive parents file an N-643 instead of an N-600. However, adopted children over 18 must file an N-400."
