221g waiting for two years!

I applied for my student visa back in Aug 2002 at US consulate in Chennai, India
and have been waiting ever since with a 221g refusal.
In April this year (2004) I got an email from the consulate
saying "your case required additional time to process. Now you have
received clearance for the same. We need to know if you intend to
pursue your application further if so do E-mail us"
I sent three emails in the two and a half months after receiving this
mail and there is NO RESPONSE!
I still have my admission valid at the university and they've issued
a new I-20 for the September session this year hoping I will make it
this time.
I dont know what I should do now. I'd like to get suggestions from
you people...

Try faxing.
Has the university's international office make inquiries on your behalf?
There is a State Department liaison in Washington, D.C., that can be called.
This is the kind of situation in which your Congressperson, specifically,
Member of the House of Representatives for the school's district, can be
helpful. Call the local office and ask to speak with a case worker for
immigration cases. Tell the international office before you do this.
