Default 221(g) denial Please HELP

Hello,
My wife applied for f-2 spouse visa this week and she was refused
under section 221(g). Since my wife had previous history of student
visa denials (F-1), the consular asked for I-20 and admit letter for
those denials which happened in Aug. 2001. I would like to know
1) When my wife is applying for spouse visa why would they ask for
previous I-20 and admit letters.( I m trying to understand consular's
thinking behind this)
2) How I can make case stronger to avoid another denial?
3) Wheather same consular will interview her again? (as she was nice
to my wife)
Any help on this would be really appreciated.Thanking you; -Ajit
