Yes.
I heard anecdotally that the student union bar at Queen's University in Belfast did green Guinness but they never had it while I went there. The green beer here though (usually Miller Lite or some other pale lager) looks more like Fairy Liquid than beer

As for the school bus, I suppose if they all stop before the crossing then they can make sure the other side of the tracks is clear of other vehicles so the bus can fit all the way on the other side and also be able to listen for any trains before proceeding.
Holidays in the US are all about consumption so being able to sell tons of green stuff, including beer makes St. Patrick's Day popular. I bet if Corporate America could devise a way to convince people to get wasted in the streets on Columbus Day or Bastille Day or give other people chocolate they'd do it. Bastille Day would be tough because people just got trashed on July 4th and Columbus Day is too close to Halloween. ST. Patrick's day is in the middle of a holiday drought.
Canadians celebrate all holidays by going across the border to America.

Three of my four gigs that weekend are in a brewpub, so I'll be drinking their rather lovely (and free for me ...) red ale they do for St Patrick's Day.

Its the law in many places in North America for certain classes of vehicles, its not just a US thing, we have many places in Canada as well with the same rules or very similar.
Sometimes the signals do fail, so it seems logical to try and ensure schools buses and other vehicles with passenger, hazardous materials or the like stop to ensure no train is coming.

Talking about the St Patricks thing, what is with GREEN beer?? I am half Irish (in the proper sense, not the American sense) and have yet to receive a green beer in any pub I have been to over there? It also seems to be a very big deal here compared to other places I have lived? Another corporately induced "holiday" cash cow?
Oh and inappropriate drink names like the Car Bomb and Black and Tan making an appearance...

I'm with you with the corned beef and cabbage. You're essentially celebrating the "cuisine" of a country where they lost about a quarter of their population to death and migration during a 7 year period mostly because the availability and quality of their food. Of course they were exporting more than enough food during the same time period...
