If you read the report of the interview it was clearly a "throw away example" and not part of a serious suggestion. The point he was making that there are some regulations ghat could be relaxed so long as customers are aware of what the business is doing. ..... See my earlier example about the FDIC.

Agreed, though an example of where the public can and do choose between a cheaper uninsured/ unlicenced vendor and a more expensive "bonded and insured" alternative is in the home repair business. Both operate alongside each other, and homeowners know that there is less protection if they have work done by a "handyman".

In addition you can refuse to pay an unlicensed contractor and they have no right to sue.
On the negative side, a licensed contractor can place a lien on your home for unpaid bills. Even if you have paid, even if you have proof you paid.
When placing a lien the validity of the lien is not determined and can lead to a lengthy legal process in order to remove the lien.
The right for contractors to place a lien, even if based on a lie, is sacrosanct and cannot be prevented.
The irony is on the CA Contractors Board website there is an article entitled How To Prevent a Mechanic's Lien. Which is nonsense because there is no legal process whereby you can prevent a lien being placed.

It's interesting here that by law a 'handyman' cannot charge any more than $500 for a job. Makes for entertaining conversations.

Unless you happen to be an electrician - there is an unwritten law that they shall be able to fit all their tools in a box no larger than a child's lunchbox and thus all other trades shall be liable to lend them useful tools to enable completion of their jobs!!
