It tends to be the IRS that find them rather than ICE though...when the person who's SSN they are using dies.

They then get punted to ICE, who then dally around for a while not doing very much

No, they're not, apparently. Well - that's rather anecdotal but I don't need a visa and I got turned down by about ten places in the last few months. Good thing I've decided to stay where I am for now

Turning that around slightly, at least very partly a case of the US needing workers for whom there is no visa - I'm thinking senior nurses here. Most of the hospitals around here are short staffed through lack of suitable candidates rather than laying people off.
