In the US, I'm able to go to my county website and find all kinds of good info about any 'parcel' in the county. I can view a map, see lot-lines, click on a link, and see all manner of info such as, owner name, sale date/price, lot size, current valuation, etc. I was trying to find the same info for a property in the UK, and the best I could come up with was a 'GOV.UK' site where I could find out some info for 3 pounds. https://search-property-information.service.gov.uk/
Is there a way to get this info without paying 3 pounds ... ?

No, pay the 3 quid and pull the land registry file.
Alternatively go to your local authority planning departments web site and look at the history of planning applications related to said land. That may give you a starting point as the applicants etc will be listed.
