More likely the termination of the Visa Waiver Program and a requirement for all Visa Waiver nations to apply for U.S visa likely with a full country police background check, employment check and probably a medical too at least testing for drink and drug abuse. Could create problems for certain countries like U.K, Ireland and Holland.

But at least it will be fair because removing one or two nations of the Visa Waiver would be double standard.

He considers all people coming into the country as immigrants doesn't he? It is hard to see what additional steps could be taken unless he on about getting rid of the visa waiver program and subject all persons entering the U.S to the same checks. After all the term visa waiver means you the waive the visa application doesn't it?

You do waive the whole rigorous visa process, but still have to answer questions truthley. And any non straight and narrow answer would force you to apply for a visa.
