Rest Room - when in a public place - store, restaurant etc
I don't really know why you can't say the "T" word???
Edit:
I guess it's polite to say "bathroom" rather than toilet. "Bathroom" suggests that you may just wish to wash your hands - "toilet" just states the obvious!

Restroom if it in a restaurant/bar/truckstop/service-station
Bathroom if it in a persons house (or has a bath)

I think that the "T Word", rather than referring to the room itself (as in England), is only used to describe the thing you sit on and I think is not entirely descriptive of the complete facilities.
In England, I think it'd be like asking where the cistern was.
Alternatively, it might be considered to not be very polite a word to use in conversation, as in "It is a receptacle for crap".
