I am not much of a file sharer at all but I was just wondering if this came to the US would it affect watching UK tv shows?

are you talking about TV shows from uknova.com? or on tv? or what?
if that happened here, people would use different methods to do the same thing, either using encryption, changing ISPs or using a different service entirely.

no one will ever combat piracy effectively... it is an action/reaction loop... the action always precedes reaction and the actions are brought about by people who have unlimited resources (self driven) to achieve their goal whilst the reactions are relatively slow, meandering and costly (PR driven).
the "special programs" the are talking about are based on relatively simple IP tracing tech ... its not like the movies they can't track you across the world bouncing between satellites and cell phones... all they can do is find your IP address and let your ISP know. The obvious countermeasure being... spoof your IP address...
there is also the "shared wireless" argument... MANY MANY people access the internet through a single global IP address covering sometimes 100's of locations... no way to isolate the user in question afaik (cable monkeys on here would likely know more).
