When I knew we were going to be stationed in Germany, I sent off for tapes to try and get a handle on German (I had had French in high school and Spanish in college). I had 6 weeks to study before I flew over.
Dutch, I went over blind which was ironic because that time we were living out on the economy amongst the natives. Still after four years I learned enough to stumble around.
It's only smart/polite, whatever to try and learn the language of where you're living.

There's got to be a critical mass of speakers of a given language before you can start a class.
Secondly, most early childhood education programmes are for at-risk kids. Who do you think has better parents and a chance at a good education, the two-year-old French child, or your two-year-old neighbour?
The idea is to help the children no matter how irresponsible their parents.
