I'm in NY. I suspect no one is going to bat an eyelid. I live in a building with a live-in Superintendent (Caretaker in UK terms). He has been in and out of my apartment over the last few weeks and knows about my project. When I showed him the door I was stripping and mentioned my concern about lead paint he just said "oh, that's only for children". Not to say he's right, but meaning he's not concerned and won't raise it with the building's owner etc. I don't live in the prissy part of town.
I bought a 3M mask (Lead Paint Removal Respirator) but the part through which air comes in seems like there's no filter or anything special there. It's just a slit in the plastic. There are 2 filters on each outside side of the mask, but those areas are where your expired air would exit the mask. I don't see how this protects the person. I was intending to call 3M and ask about this but haven't gotten around to it yet.

It sounds like your dust mask is faulty. I have a gas-mask style mask which draws air in through the filter and expels air on the other side.
A standalone air filtration system, like a hepa filter, or a home-made box to hold a 20"×20" AC filter against a box fan would be a good idea too, to catch dust before it gets spread around too much.

I talked to 3M about the lead paint removal respirator. Apparently the center valve is a one-way membrane and is for exhaling. The 2 cartridges on the sides are what the inhaled air comes through. Now it sounds right.
It's quite stuffy and am sure will be very hot and bothersome to use though. And also, putting my face shield over it. Wow. What have I gotten myself into!

Generally home owners are exempt from permits and inspections for work on their own home. It is possible to get permits and inspections, but not mandatory.

You could get one of those window fans and just blow the dust outside.

You can also instead of burning use an infra red paint remover that melts it.
