It's the ovals, IMO.
While the open top/open wheel concept makes for some 'unique' (for want of a better word) fatalities to the series (Tom Pryce, Gilles Villeneuve etc), the ovals are still more dangerous as there's not much room for error at 200 mph when you enter a skid, for example.

Or they could make it like Robot Wars - have real cars on the track but they are controlled by a bunch of Garys in a shed off to the side somewhere.
