I am assuming yes I will be as I have no payments at all. So will she as she has two UK pensions and only 27 years payments into SS. If I have understood it properly, and I very much doubt I have, I will receive 40% of my base SS payment.

That would be correct, so effectively it would still have been a 15% after being WEP'ed.

Don't forget that when you turn 66 you are allowed a greater amount that you can earn, if collecting SS, it's now over $40k and at 67, if I'm not mistaken, your income is not limited at all.

I am even more confused now

How does the earning limit effect WEP?
