OTTAWA — In late October, starkly worded warning signs began appearing on the Canadian border with New York state and Vermont aimed at discouraging would-be asylum seekers fleeing the United States.
“Stop. It is illegal to cross the border here or any place other than a Port of Entry. You will be arrested and detained if you cross here.”
“Not everyone is eligible to make an asylum claim,” reads a second sign. “Claiming asylum is not a free ticket into Canada.”

Didn't their Prime Minister Trudeau state several months ago that Canada would welcome immigrants legal and illegal?

For those tired of the Canadians' ever smug Holier than Thou attitude, this is Schadenfreude.
And yes, to the extent that the Central American border crossers are fleeing persecution, war and terror in their homelands, they are entitled to enter Canada under Justin's rule; a rule that was really intended as a slap in Trump's face.
Those same C.A. border crossers, by the way, could have stayed in Mexico - evidently they think they can get a better deal and be more welcome in Canada than either here or Mexico. We'll see whether Canada can be shamed into meaning what their leader said in January.

As the article states, these are categories of people that were "protected" by the US after various natural disasters in Central America. I don't see how they could possibly meet the requirements needed to be granted asylum in a third country.

asylum seekers crossing into Canada from the US has been a major issue this year, especially in Quebec where the vast majority of people are crossing.

Canada's policy hasn't changed. Nor, largely, has the attitude of Canadians towards asylum claimants and refugees.
Due to the "safe third country" agreement between the US and Canada, it is not possible for travellers entering Canada at official border crossings to claim asylum when entering from the US. However, if they enter the country without troubling the border guards at official ports of entry, they can make a claim for asylum when they inevitably end up in front of the local constabulary. It is this discrepancy that has led to so many people crossing the border out in the countryside.
Of course, what is largely driving the traffic is the rumours, threats and half-truths being propagated by the current US administration and its media proxies, that protected status is about to be removed from several classes of people currently enjoying that status in the US. Not all of them, by any means, will be successful in their claims for refugee status in Canada. But it seems reasonable that they be allowed to make one if they do get across the border, since it's fairly plain they're no longer welcome in the US.
