I thought he gave up his US citizenship a couple of years ago , partly through having to file annual income returns.

I think its a clever move - not letting him run away from the mess he made. He's now in charge of restoring our international reputation - either he shows now how clever he actually is (speaks several european languages) or he cocks it up completely and quickly and May has made her point and she gives it to someone else.

Another interesting point - don't the intelligence services report into the Foreign office?

There are multiple reports that he "declared" that he was going to do so, but I can find no reports that he actually did. However a US citizen who renounces his/her US citizenship is assessed an "exit tax" which for a millionaire can be a very substantial amount of money, so given that Boris tried to baulk at paying US taxes, I have a sneaking suspicion that when he discovered the likely tax bill he may have changed his mind.
