I think the whole thing is funny because it is an insight into what an arrogant prick Cheney really was. Basically, he didn't want to show up for work at the White House as was expected of him. So, to justify his outrageous absenteeism they came up with this whole "undisclosed secret bunker" crapola. The truth was he was going to do exactly what he pleased and the POTUS had no say in the matter. Just more of Cheney flipping the proverbial bird at the office he held and the people that elected him.
