How often do you complain about a short measure pint?
I don't even know what a pint is in the glass. I have yet to see a glass with a pint line, so is it the very top of the glass? How much head do you have to have before you ask for a top up?
I have a very difficult time asking for my pint to be topped up, as I don't know if I am being an asshole or standing up for consumer rights. I feel bad when I do, but I also expect to get what I ordered.
In the UK I'd just ask for the top up, but people here seem to accept whatever they are given.
A little reading tells me that most pint glasses are 16oz at the rim, but that some places use 14oz (thick bottomed glass) glasses for 'pints', some even using 12oz glasses. Michigan has a law that says a pint must be in a 16oz glass. Why do you need a law to say that a pint should not be sold in a glass smaller than a pint?

We got 2 pints of cider yesterday for £5.20 and I kept saying, "And they're full pints!(ie 20 oz). And no tip!"

Depends on how it's sold. A lot of places don't give a definition of the size, it's just "X beer." I've seen 8-32oz glasses but I know that (at least) locally "a glass" is 12oz, "short" is 16oz and "tall" is 22oz. If it's not full or has a massive head, then there's a problem regardless of the glass size!
A "pint" is not standard terminology in the US for a glass or mug of beer any more than a large size pizza has to be a certain diameter.
In fact if you asked for a "pint" of beer, the bartender would likely say "what?".

When I first arrived in the States, I asked for half a lager and that was exactly what the waitress said. My erstwhile husband had to translate.

How could a bartender not know what a pint is? Asking for half a lager is not a term used in the US so I could see how there was a misunderstanding there.
