Default Anyone in San Lois Obispo?

Mate from UK managed to get himself stranded. Amtrak lost his luggage & all he has is a credit card (& no ID), a dying cellphone & whats he's wearing.

I live a good 200 Miles North of San Luis Obispo, but I would be glad to help out if I can ! ( I have an extra room and lots of teabags ! ).

We managed to get it sorted, Amtrak put his luggage on a train that showed up in the middle of the afternoon. He was really panicing when it wasn't on the noon train.
He's now going to head of to SF for a few days & thern carry on to Aus & NZ

To get through to a human at the Consulate I eventually picked an option that was for inviting dignataries to parties etc & had that person transfer me to who I needed to speak to. That person claimed to have been at her desk since 8.10am & said her phone hadn't rung once.. even though 3 people were calling her for an hour & not one of us got through... They must have had BT come over from the UK to install their crap phone system
