It's understandable that Bernie and Trump would run within the parties. It's way easier to get the publicity and money needed that way. Trump could have run as an independent and probably done pretty well, but would have split the conservative vote and given the Democrats an easy win. To answer your question, the Democratic party is a private organization. I'm sure that (legally) they could exclude anybody that they wished. But they want to appear inclusive ... because, if they don't appear inclusive, they'll be exposed as the biggest hypocrites in forever. The two-party structure has always been frail and vulnerable, all it takes is for a charismatic personality to emerge in order to bring down the whole house of cards.

The answered question of whether it is better for not-quite-a-party-member to win the party nomination, or to run as an independent and split the vote in the actual election.

I've just found out I can vote in local elections without being a citizen. It's only been 8 years, you'd think they would mention it at POE :lol:

Tread very carefully. Check the requirements to register to vote and you might find you need to be a citizen to registered to vote. Getting this wrong could cause huge problems if you apply for citizenship.

So it appears, one of our neighbours is running for local election and was campaigning/moaning that only 30 people in our development had voted so far, I said sorry I can't I'm not a citizen and he said you can in local elections. Google seemed to agree but further investigation says don't do it. I think I'll just stay in bed.

Cruz is trying to use Fiorina to deny Trump a majority at the Republican convention, not to win the general election. (California can't be won by the GOP in November, anyway.) It probably won't do Cruz much good, but he doesn't have much of a choice.

I don't think that they can, actually. They can withhold support and make a variety of efforts to marginalize someone, but they aren't in a position to tell someone that they cannot register as a member of the party or to take a run at elected office.

Theoretically, you could have run in the Republican primary if you had wanted to. Nobody at the RNC would have assisted you, of course, but nobody could have stopped you from trying.

Plus if it does become a brokered convention offering the VP slot to Kasich or Rubio for their delegates is likely. Fiorina is just a pawn.

There are some local authorities in the US that allow residents to vote in local matters and citizenship is not required. However I've read at least one report, either on here or elsewhere, where a person did and it came up during the citizenship interview and caused real problems.

While some cities or boards allow it, the Counties or State who register votes require citizenship. The latter being what caused the problem. I can't remember the outcome, but I doubt it is really worth the hassle.
