Didn't understand it. Simply knew it existed. The US president represents the states and the people, not just the people. There is a reason why the number of electoral votes is equal to the number of seats in Congress (plus three for DC.) The original thirteen states would have never agreed to ratify the constitution if this hadn't been the case, as the smaller states would not have tolerated always being dominated by the larger ones. Incidentally, the European Parliament is apportioned in a similar fashion. Seats are not allocated based upon population because of the disadvantage that smaller countries would have otherwise. |
