Default Retiring in Thailand

Apologies for an age old thread. But as i understand it and allowing for Covid restrictions being lifted. Can anyone in the UK apply for a Non-Immigrant Long Stay Visa?
Can i buy or only rent property in Thailand
Do i open a Thai bank account when i get the visa?
I understand you can’t leave the kingdom for a year, can you leave and return in the second year?
How much is the actual visa?

Cheers and thanks again...
