I'd agree that the response was not well coordinated. But then, it wasn't in the EU's power to do so. The EU simply hasn't the authority to impose such intervention on member states (yet apparently has the burden of all of the responsibility). It can (and did) plead with member states to share the burdens amongst them - for lack of authority to implement a more sensible and effective solution. though many refused or would not agree to fair distribution.

Germany was the boldest, offering to accept more than their fair share, although that turned into a political disaster for Merkel, not just from within, but the criticism from outside Germany was equally as bad, if not worse. Particularly from Farage & Co.

If there were a centrally led and enforced EU immigration customs & immigration institution, I doubt we would even be discussing it now. But that would be considered "federalism", particularly by Britain, who is the most fearful of anything resembling it. Fortunately, with Britain no longer having any say in EU affairs, perhaps this, along with a number of other "all the responsibility with none of the authority" structures may finally be able to be addressed.

If by that you mean I would happily denigrate people who would happily see the laws of this country evaded in order to ease their own delicate social conscience or suit their own political agenda then you're absolutely correct and I won't argue with you there.
