My personal experience has been that they are not that wasteful. Any further tests are carefully considered and approved after other avenues have been explored. Indeed is certain areas they already appear to ration access. That's not to say there is no wastage or efficiencies can't be gained, but I would have thought with a large administrative layer they are already addressing that.
