It was my understanding that it is federal law that you have to be 18 to own a rifle, and 21 for a hand gun. (or is that just for buying?)

If that is right, then the police must be interrupting the parents word liberally, and assuming that the parents were still the owners of the gun, despite them saying they gave the child the weapon as a gift. For this interpretation to have any weight with me at least, then the parents would still need to have some level of responsibility and oversight, which they did not appear to demonstrate from the news reports.

I still consider the lack of prosecution of the family to be corruption by the authorities, because they also presumably, have similar lack of monitoring.

To buy it, yes. But is there any model that Walmart would sell to a 5 year old? Come to think of it, what would Walmart sell to a 5 year old other than a soda or snack, or such. Maybe a big screen plasma TV.

Others have opined as to who actually owns the weapon, the parent who bought it or the kid they bought it for.
